Iain Vigurs opened the scoring for the visitors with a right-foot shot after set-up play by Garry Miller.
Andrew Barrowman latched on to Martin Scott's pass to drill home County's second on 35 minutes.
Steven Bell's header pulled one back for the Pars with 12 minutes remaining but the Dingwall side held on for the three points.
