Stranraer deserved their win against 10-man Forfar, whose fightback almost gained them a draw at Stair Park. Gregory Tade gave the home side the lead on 14 minutes with an athletic overhead kick.
Stranraer doubled their lead through Andrew Gibson's clinical effort after 77 minutes.
Forfar then sprang to life and Bryan Duell's shot beat keeper Scott Black, but their challenge faded when Chris Anton was shown two yellow cards.
