Clubs in a new SPL2 could be up to four times better off financially than they are in the current First Division, BBC Scotland has been told. A copy of a private report, which BBC Scotland has seen, was sent out to all 30 SFL member clubs at the weekend.
The clubs meet on Thursday and will vote on whether to give permission for a meeting with the SPL to discuss the formation of a second top flight tier.
"Everyone agrees we need change," said Livingston chairman Pearse Flynn.
The SPL has proposed a 12-team top league, followed by a 10-team SPL2, starting in the summer of 2008.
At least 14 First and Second Division clubs are interested in holding talks with the SPL.
However, a two-thirds majority is necessary to prevent the rebels having to give a two-year notice period to leave the Scottish Football League.
And Flynn is pessimistic about the pace of transformation.
"If we are using our heads this is any easy decision," Flynn told BBC Sport. "But the problem is people are still hanging on to history.
"I hope it doesn't come to resignation but I expect the First Division clubs will have to seek other means (of leaving the SFL)."
