He thought a miss by Scott Brown seconds before Derek Lilley gave Livi the lead had been crucial.
"Livingston took their chances and you have to congratulate them and wish them the best," Williamson said.
Two goals in two second-half minutes gave Livingston victory.
"In the second half, before they scored, we had a gilt-edged chance," said Williamson.
"The players have to live with that - that is what top players have to deal with.
"We are disappointed with the manner we conceded the goals, but this is not the moment to start pointing the finger at players.
"We will sit back and suffer, analyse the game and try to be stronger for it. "In cup finals, there is always going to be a loser and it is not great being that loser, that's for sure.
"We were very positive in our formation and I felt that if we could have got a goal back, they had gone - there were quite a few of them going down with cramp.
"If we had got a goal then we could have gone on and done something, I felt, but we just couldn't get that break."
