Jamie Wood wasted a golden chance to bring TNS level, but the home side got a deserved equaliser when Martin Naylor converted a penalty after a handball.
Swansea confidently scored all their penalties, but Welsh Premier leaders TNS can take a great deal of credit from a accomplished display.
The visitors were missing top scorer Lee Trundle and defenders Garry Monk and Kevin Austin as manager Kenny Jackett made five changes to the side beaten by Notts County in League Two last Saturday.
Maylett was making his first appearance for over a month, but the midfielder looked sharp as he gave Swansea the perfect start.
Forbes drilled a superb low 30-yard cross-field through ball straight into the right winger's path, and Maylett composed himself before slotting past home goalkeeper Gary Doherty.
TNS responded well to the early set-back. Captain John Leah, Jamie Wood and Scott Ruscoe found themselves in shooting positions inside 20 minutes but failed to hit the target.

Mike Wilde then came close with a downward header at the far post from Scott Ruscoe's free-kick.
And Wood, a former Swansea player, should have done better when he was sent through on the half hour mark but spooned the ball over the bar with just Murphy to beat.
Their deserved equaliser soon arrived, though, thanks to Izzy Iriekpen's unnecessary handball.
The centre back totally mistimed his jump to clear a simple header, and the ball clearly struck his arm on the way down.
Naylor sent Murphy the wrong way to ensure the sides were level at the interval.
Murphy was forced to make early saves from John Lawless and Wilde after the break as TNS looked by far the most potent attacking threat.
Swansea continued to struggle to find any cohesion up front, but they finally managed a strike at goal on 58 minutes when Kristian O'Leary's low drive shaved the post.
O'Leary then looked destined to settle the tie in normal time, but home defender Tommy Holmes was at full stretch to block his shot at the far post from Andy Robinson's low cross.
Midfielder Robinson was the first to threaten in extra time when he fired two shots over the bar in quick succession.
Maylett then struck the outside of the post from the edge of the box.
TNS looked content to sit back and soak up the pressure, but substitute John Toner almost found a winner 10 minutes from time with a superbly controlled volley that glanced off the crossbar.
The match ended with a mad scramble in Swansea's penalty area before the referee blew for penalties where Murphy emerged as the match-winner.
