Arsenal will play Liverpool in the fourth round of the Carling Cup after the draw was made on Saturday.
Holders Manchester United travel to Championship Barnsley, who are managed by former United striker Mark Robins, while Manchester City host Scunthorpe.
Spurs host Everton and Chelsea play Bolton, while Darren Ferguson's Peterborough face a difficult trip to Ewood Park to play Blackburn.
The ties will be played on Tuesday 27 and Wednesday 28 October.
There are two more all-Premier League ties as Sunderland entertain five-time winners Aston Villa and struggling Portsmouth welcome Stoke to Fratton Park.
