Glenavon's return to the top-flight ended in defeat in this CIS Cup Group Two contest at the Newry Showgrounds. City's Damien Whitehead headed wide from five yards after eight minutes while Glenavon striker Shea Campbell sent a 38th minute shot just over.
Whitehead made amends for the earlier miss when he set up Barry Curran for the 44th minute winner, with the striker tapping in from close range.
Whitehead wasted another good chance in the second half to double the lead.
