Goals from David Ogilby and substitute Calvin Mooney gave Institute a 2-1 win which takes them up to third place in the Irish Premier League table. Newry were on target through Michael McHugh but it counted for nothing as City continue to search for their first win of the Premier campaign.
Roy McCreadie's side have just two points after five games which will be a let down after their summer signings.
Institute, though, will be well pleased with their encouraging start.
They have lost just once in the league so far, with Portadown among their victims.
The North-West side went into the lead on 68 minutes when a poor punch from City keeper gave Ogilby the chance to poke home from close-range.
But 'Stute's lead lasted just a matter of seconds as McHugh fired in their equaliser when Meehan's pulled the ball back after having his initial shot saved.
Institute got the winner on 84 minutes when Mooney bat the offside trap and flicked the ball over Cullen before side-footing into an empty net.
