Capello has no set way for England to play

England have under-performed as a team but Brooking, the Football Association director of football development, said Capello would solve that.

He told BBC Sport: "The top priority was to get a top-class coach who was going to give that side the opportunity to perhaps maximise that potential.

"And we want to find out what that potential is and where it will end up."

Capello will be officially unveiled as Steve McClaren's successor on Monday after signing a four-and-a-half-year contract.

And Brooking is certain the Italian can turn round England's fortunes after they failed to qualify for Euro 2008.

"I found him certainly of the quality and experience that we heard he was," added Brooking on BBC Radio Five Live's Sportsweek.

"And I did believe he will give that dressing room the opportunity to be pulled together and to be given the confidence to express themselves far better than we saw at the end of the campaign, where I don't think they did themselves justice.

"He thinks he quickly needs to get to know the squad, the players and the individuals to find out why they ended up underperforming as much as they appear to him."

Former France defender Marcel Desailly, who played under Capello during both of the Italian's spells in charge of AC Milan, believes language difficulties might not be the 61-year-old's only barrier in the England set-up.

"You can't really communicate with him," Desailly told Sportsweek.

"When you are talking about tactics or other players he doesn't really listen but he's a wonderful man and loves to travel and discover new countries.

"He's not very open about football, but most of the time his ideas are the correct ones."

But Brooking said that Capello had no fixed way of playing.

Brooking emphasised that Capello was on a reward-based contract

"I think what you'll find is he has great flexibility in the way he plays and he might not have a set route every game - it depends on who the opposition is," he added.

Brooking said discussions were still ongoing about bringing in an English coach to assist Capello, who speaks limited English.

"I spoke to Fabio about the options and he is very relaxed about it. He has a structure and we did not want to just do it for the sake of doing it," said the former England midfielder.

But the FA wanted to get the full coaching team in place ahead of Capello's first match against Switzerland on 6 February.

"We have to see what is best for the English coaching structure and Fabio has been very open," he added.

Brooking also defended Capello's reported �6.5m-a-year deal, saying: "The contract is based on rewarding for success and that's what any top coach would expect, and certainly anyone at the top level of the Premier league would balance contracts accordingly.

"You've got to pay the going rate but a lot of it will be weighted on us doing well."
