The Irish FA has fined a number of Northern Ireland players after a fight on a plane in Iceland last week. Keith Gillespie, who was involved in the bust-up with George McCartney before a flight to London, is one of the players punished.
McCartney has not been fined but the IFA is refusing to name the other player or players sanctioned.
"Such behaviour will not be tolerated in the future," said IFA president Raymond Kennedy.
"The IFA has been shown up in a poor light as a result of the behaviour, which of course is unacceptable," added Kennedy.
"Whilst the public apology from Keith Gillespie goes some way towards a recognition of that, the players concerned have been told quite categorically that such behaviour has caused unnecessary embarrassment to the IFA in the eyes of the football world and the public as a whole."
The IFA has apologised to any members of the public who were affected by the incident.
Gillespie said his bust-up with McCartney was "unacceptable and unsavoury".
The winger contacted McCartney to draw a line under the incident.
"It shouldn't have happened. Certainly it won't be happening, as far as I am concerned, again," he added.
"It was really just a misunderstanding over a lost passport.
"I've texted George and have told him no hard feelings."
Gillespie scored an own goal in the 2-1 defeat in Reykjavik which dented Northern Ireland's hopes of qualification for next year's European Championships.
