Babel had a penalty saved before Dragan Mrdja replied for Serbia but Luigi Bruins sealed Holland's win late on.
The Dutch were completely rampant by the end and Babel and Bakkal both had opportunities to add to their tallies.
Rigters' goal, his fourth of the tournament, was enough to edge him ahead of England's Leroy Lita and give him the golden boot as top scorer.
