The German Football Association has failed to persuade Holger Osieck to become assistant to Jurgen Klinsmann. Klinsmann, who has no coaching experience, has agreed to lead Germany until after the 2006 World Cup.
Osieck, 55, was Franz Beckenbauer's deputy during Germany's 1990 World Cup-winning campaign.
The decision shatters the DFB's plans to appoint Klinsmann as head coach and Osieck as assistant coach, which was believed to be finalised.
Previously a critic of the German FA (DFB), Klinsmann is still in talks with the organisation about much say he will have in the way it is run.
"The DFB has to develop dynamically - I want to see some commitment from their side," he said before Osieck revealed his decision.
But he is still excited about being given the country's top job and believes the team can be a success in two years' time.
"It would be an honour for me to contribute to the World Cup being successful," he added.
"I'm absolutely convinced that the German team has the potential to succeed."
