Torquay fell out of the play-off places as bottom-placed Hereford grabbed a rare point - their first in five games.
Eunan O'Kane fired the Gulls in front, latching on to a loose ball and shooting home, before Ashley Hemmings nearly made it 2-0 but hit the bar.
Stuart Fleetwood equalised when he took advantage of a defensive mix-up.
Elliot Benyon then put the visitors back in front with a powerful shot from inside the area but Mathieu Manset's back-heeled effort made it 2-2.
Hereford manager Jamie Pitman told BBC Hereford and Worcester: "We were probably put under a bit of pressure in the last five or 10 minutes but fortunately luck was on our side.
"But then again, having said that, their goalkeeper has made a couple of good saves in the second half so maybe it was a fair result.
"The positives are that we can still score goals and that they are an honest bunch of players who are prepared to work.
"They just have to remember they have to do it in every game not in fits and starts."
