Oxford secured their second league win of the season and in doing so condemned Hereford to a fourth consecutive loss.
Tom Craddock wasted an early headed chance for the visitors and home keeper Adam Bartlett was forced into a number of decent saves in the first half.
James Constable's close-range strike finally put Oxford ahead before the break after good work by Matt Green.
Craddock went close before he did make it 2-0 on 65 minutes, lashing a 15-yard shot into the roof of the net.
Joe Colbeck could have put the Bulls ahead with an early chance but they were well beaten and have now gone more than 10 hours without scoring.
