Substitute Mustapha Carayol was the hero for Torquay as his 89th-minute strike earned a point at Cheltenham.
Five minutes after coming on, Carayol made space for himself in the penalty area and struck low past Scott Brown.
Barry Hayles put the hosts ahead in rather fortuitous fashion when his 34th-minute cross deceived keeper Scott Bevan and flew into the top corner.
Lloyd Macklin and Nicky Wroe were denied before Carayol struck to secure a vital point in the relegation battle.
Cheltenham Town boss Mark Yates told BBC Radio Gloucestershire:
"We can look at our second half performance and say 'we definitely should have done better'.
"It was a tough night out there, windy conditions, rain swirling all over the place.
"I felt in the first half we were great, but we just didn't get started second half."
Torquay United manager Paul Buckle told BBC Radio Devon:
"Over the 90 minutes we deserved more than a point. We fell behind to a freak goal and I felt our defending up until then was very strong.
"But we didn't let our heads drop and it was all us second-half, we totally dominated the second-half and we're disappointed we haven't won the game.
"We're showing in all of these games that we can dominate and we can go up to Rotherham and do well and come here, but we've got to turn it into wins."
