Elliott Benyon's late strike denied Rotherham a third straight League Two win and secured a draw for Torquay.
Danny Harrison put the Millers ahead on 20 minutes when he pounced after Gulls defender Lee Mansell failed to clear Nicky Law's cross.
The hosts hit the woodwork three times and were left to rue those misses when Benyon struck in the 85th minute.
To add to Rotherham's frustration, Gary Roberts was sent off right at the death after being shown a second yellow card.
Rotherham United manager Ronnie Moore told BBC Radio Sheffield:
"We got the goal that we wanted but I thought we just defended a little bit too deep. We gave away too many silly free kicks.
"We've had a little flick on and weren't alive for the second ball and they scored from it.
"We said in the second half we must go behind their back four and finish our attacks behind them, unfortunately we didn't do that."
Torquay United manager Paul Buckle told BBC Radio Devon:
"I'm very, very pleased, I thought it was a wonderful performance with some great individual displays.
"I'm absolutely delighted the players went right to the very end backed by some wonderful support
"We believe we should be higher up the league, we honestly believe that as a group."
