Shrewsbury hit back to earn a deserved victory after Leon Constantine had given Hereford an early lead.
Constantine brushed aside Graham Coughlan to beat keeper David Button from 15 yards but the home side replied with a Kelvin Langmead header.
Shane Cansdell-Sherriff headed in Craig Disley's free-kick on 23 minutes to put Shrewsbury in front.
Hereford's Jake Robinson hit the bar with a header before Coughlan netted the third with 10 minutes left.
Shrewsbury manager Paul Simpson told BBC Radio Shropshire:
"We went a goal down but I thought we actually started the game well. The goal came a little against the run of play.
"I thought we showed a determination to get ourselves back in the game.
"People were prepared to get on the end of set-pieces and that gave us victory in the end."
Hereford United manager John Trewick told BBC Hereford & Worcester:
"We made a really good game of it and set pieces were the difference.
"They were more aggressive and determined in key areas and we've suffered from it.
"In the second half, we took the game to them and had the momentum but they got the third to finish the game."
