Notts County consolidated their League Two play-off place with a deserved victory at Edgar Street.
Hereford had the chance to go ahead when Kasper Schmeichel fouled Marc Pugh in the box, but the keeper made amends by saving Ryan Valentine's penalty.
The Magpies responded to take the lead when Lee Hughes fed Craig Westcarr, who drove the ball in from close range.
But Mike Edwards ensured that the visitors claimed the points, volleying in a free-kick from Mark Davies.
Hereford were unhappy that County keeper Kasper Schmeichel was not sent off in the match-turning first-half incident which saw him first concede then save a penalty.
Bulls boss John Trewick told BBC Hereford and Worcester:
"I'm told the ball was going away from the goal but does that matter?
"I am not quite sure I understand the rules quite honestly as, to me, he was the last man. So it has to be a red card.
"He was very quick to get his yellow card out, almost as if he wanted the decision to be over before he had had time to think about it."
Notts County manager Hans Backe told BBC Radio Nottingham:
"We started very well in the first 20 to 25 minutes and then Hereford came back a bit in the second half, but I think we controlled the game and we really deserved the win.
"It was only for three or four minutes after we went two up that the game went a little bit open. It was a difficult away game and we looked very solid."
