Graham Coughlan scored an injury-time equaliser for Shrewsbury to deny Bury their sixth away win of the season.
Coughlan met substitute Omer Riza's cross to head in off the far post to earn the home side a point.
Bury took the lead when Danny Nardiello beat three defenders and played a one-two with Andy Morrell before shooting into the top corner from 18 yards out.
The draw meant Shrewsbury stayed one point ahead of their opponents and in the final play-off position.
Shrewsbury manager Paul Simpson tells BBC Radio Shropshire:
"Considering how difficult the conditions were, I thought we tried to play and to pass the ball, and we got into good areas.
"We probably didn't test their keeper enough, but saying that I think they [Bury] had one shot in the first half and scored - so that's disappointing.
"But we showed great character and determination, a willingness to pass and run, and we could even have got a win out of it."
