An Ian Sharps own goal put Shrewsbury back amongst the play-off places with their second away win of the season.
The visitors had several openings before Nick Chadwick slotted home from Paul Murray's threaded through-ball.
Rotherham's hopes of salvaging something from a drab performance were raised by Ryan Taylor's close-range finish from Sharps' cushioned header.
But parity lasted just five minutes as Neil Aston's driven shot was diverted into his own net by Sharps.
