Ryan Lowe reached double figures for the season as his Boxing Day brace beat Chester's fellow strugglers Accrington.
City took the lead against the run of play after 34 minutes when Kevin Ellison crossed for Lowe to slot home.
Chester keeper Jon Danby saved superbly from Jimmy Ryan before top scorer Lowe doubled City's lead on the hour.
Anthony Barry was fouled by Robert Grant and Lowe was able to send Ian Dunbavin the wrong way from the spot, with Ellison also hitting the woodwork.
