Paul McLaren and John Welsh saw efforts fly wide for Tranmere before Terry Gornell missed from Aaron Cresswell's cross.
Anthony Sweeney and James Brown went close for Pools, while Tranmere's Craig Curran hit the post.
Roy O'Donovan missed a great chance for Pools, who had lost their previous nine away games, with 22 minutes to go.
Tranmere manager Les Parry told BBC Radio Merseyside: "It looked like a game between two sides frightened to lose."
"I thought the game was poor, though the pitch didn't help. But it's a clean sheet, it's a point. I appreciate the fans weren't too happy at the end, but we are where we are."
