New Walsall manager Chris Hutchings had to be satisfied with a point against Hereford in his first match in charge.
Hereford missed several good chances as Chris Palmer headed off the line from Matt Done's free-kick and Manny Smith blocked Andy Williams drive.
Walsall rode the storm and took the lead when Troy Deeney swept Sofiene Zaaboub's low cross home.
But Hereford grabbed a point with a penalty. Mark Bradley tripped Done and Steve Guinan hammered in the spot-kick.

"It's all a good platform to build on after winning last week as well.
"Getting another point, if we can pick up something at home against Millwall [on Tuesday] it keeps it rolling and it keeps us in with a shout.
"We'll go in full of confidence as, when we played at Millwall's ground, I thought we were good value for a draw there, so we've got nothing to fear."
