Rovers goalkeeper Steve Phillips kept out a fierce David Foley shot before half-time and made another good stop from Foley after the break.
The Pirates threatened themselves when Rickie Lambert's header was saved by Arran Lee-Barrett and Andy Williams also had a fizzing volley saved.
When Lee-Barrett was beaten, by Craig Disley's header, Jamie McCunnie and Joel Porter cleared off the line.
