Steve Brooker scored his fifth goal in six games as Cheltenham moved further away from the relegation zone. The loan signing headed in from close range 10 minutes from time after Rovers failed to clear a David Bird free-kick.
The hosts were indebted to a fine display from keeper Shane Higgs, who produced two brilliant second-half saves to deny Sean Rigg.
Substitute Richard Walker should have rescued a point for Rovers but somehow he blazed over from just 10 yards.
