Wes Hoolahan missed a penalty as promotion-chasing Norwich were held by rock-bottom Preston at Carrow Road.
Chris Brown had put Preston ahead on 60 minutes with a superb volley after chesting down Keith Treacy's pass.
Canaries skipper Grant Holt equalised two minutes later with a simple finish after Iain Turner had parried a shot from Andrew Surnam.
But after Darren Carter handled in the box, Hoolahan tried to chip his spot kick past Turner, who easily saved.
Hoolahan almost made amends shortly afterwards but his 12-yard strike was tipped around the post by Turner.
North End, who are still waiting for their first win under manager Phil Brown, might have snatched a late winner themselves but Canaries keeper John Ruddy brilliantly denied denied Sean St Ledger from point-blank range with 13 minutes remaining.
Striker Iain Hume also clipped the crossbar during the match with a cross-come-shot.
Preston's last win in the Championship was against Ipswich on 11 December, a run that now stretches to 13 games.
Norwich have now drawn their last two home fixtures 1-1 but even so remain just two points adrift of automatic promotion.
Paul Lambert's team created several good chances before falling behind.
Hoolahan narrowly missed from 25 yards and David Fox also went close from even further, while Henri Lansbury saw a slightly scuffed close-range effort saved by Turner.
