Late goals from Dave Kitson and Greg Halford gave Portsmouth a first win at Carrow Road for 23 years and ended Norwich's six-game unbeaten run.
Norwich dominated for large periods but were foiled by a string of fine saves from Pompey goalkeeper Jamie Ashdown.
Kitson slotted home from six yards in the 73rd minute after excellent play from strike partner David Nugent.
Nugent then won a penalty after being brought down by Leon Barnett, who was sent off, and Halford converted.
Although Norwich were on top for much of the game, it was the visitors who made the brightest start, with Liam Lawrence curling a free-kick just wide in the third minute.
Norwich should have taken the lead in the 18th minute when Chris Martin flicked the ball on to Simeon Jackson, who was through one-on-one but could only shoot straight at Ashdown.
Jackson headed a Henri Lansbury corner over the bar moments later as the Canaries began to dominate.
Ashdown - who had a loan spell at Norwich in 2006 - produced the first of several excellent saves to deny Martin in the 33rd minute, before holding a stinging drive from Lansbury.
Portsmouth nearly made Norwich pay for their profligacy six minutes into the second half but Lawrence's 30-yard effort hit the post.
Ashdown pulled off another superb stop to keep out Wes Hoolahan's 18-yard drive before the Irish midfielder fired another effort narrowly wide.
Portsmouth took the lead 17 minutes from time following great play from Nugent, who left Kitson with a simple opportunity from six yards to score his first goal in nine games.
Norwich pushed for a leveller but Fox was foiled by Ashdown from 20 yards, before the goalkeeper stopped a Barnett header and Lansbury drilled just over.
Portsmouth wrapped up the victory in injury time when Barnett brought down Nugent in the box.
Barnett was sent off for his second bookable offence and Halford made no mistake with the penalty.
