Burnley are without a win in four games after they were forced to share the spoils with Doncaster at Turf Moor.
James Hayter put the visitors ahead, pouncing from close range after Jack Cork's clearance hit the post.
Chris Eagles had a chance to level in the 38th minute when Dean Shiels handled in the area but Neil Sullivan turned the powerful spot-kick away.
Cork saved Eagles' blushes in the second period, however, when he stabbed home the equaliser from close range.
Burnley had been on the front foot from the off and were denied a penalty after Wayne Thomas seemed to have handled a bouncing Danny Fox cross.
Despite the home side's lively start, it was Doncaster who took the lead when Cork attempted to clear a fizzing James Coppinger ball into the box only for his effort to fall for Hayter, who tapped home with 13 minutes gone.
The Clarets were rattled and David Healy could have doubled Rovers' lead but could only fire tamely into keeper Lee Grant's chest.
Burnley had a chance to level before the break when Shiels was adjudged to have handled as Eagles attempted to loft the ball into the danger zone.
But in-form veteran keeper Sullivan, 40, pawed away Eagles spot-kick.
Eagles stung Sullivan's palms again after the break after a good knock-down from substitute Chris Iwelumo.
And Burnley pressure finally paid off in the 63rd minute when Cork reacted first after an Eagles corner was headed against the post by Clarke Carlisle.
Five minutes later John Oster let fly from 25 yards with an angled drive that Grant did well to tip round the post for a corner.
But neither side could come up with a winner and Rovers held the Clarets to their third draw in as many games.
