Lee Martin, Paul Connolly and David Norris scored to hand Plymouth a first win in four games and take bottom side Norwich's winless run to 12 outings. Martin was a constant menace and he broke the deadlock with a spectacular overhead kick after 26 minutes.
Martin crossed for Connolly to head in from six yards and Norris slotted home after Sylvan Ebanks-Blake set him up.
Darel Russell's 20-yarder came off the bar while Jamie Cureton almost grabbed a late consolation as he hit the post.
Plymouth manager Ian Holloway:
"I thought we played some fantastic football out there - especially in the first half. "I would like to know when a side here at Plymouth has ever played that well.
"I think today, unlike last week when we lost 2-1 to Sheffield Wednesday, we got our rewards. That's much more like it. That's what I expect from a Plymouth Argyle team.
"I could not fault one player really. I thought all three goals were excellent, superb, and it was lovely for Paul Connolly to get his first ever goal. I was asking him at half-time when he was going to score - and didn't he do well?"
Norwich manager Glenn Roeder:
"Often you learn more about your players in defeat. "We have just had a couple of defeats, Watford at home and here now. I have got a clear picture of what I have inherited and the job in hand. I am a very positive person - and I believe I will turn it around.
"I have been trying to add to squad and have only added Martin Taylor - and unfortunately he's picked up a groin injury, which is the last thing we could do with.
"It's too early to say how long. But if there was a game next Saturday, he wouldn't be fit - so we might be lucky that we have an international break."
