Fifa president Sepp Blatter has backed plans to give the World Cup to each regional confederation in turn.

If such a rule became part of Fifa's constitution, as Blatter proposes, England is unlikely to host the tournament for nearly 30 years.

Blatter has also confirmed that Oceania president Jack Dempsey was within his rights in abstaining during last week's 2006 World Cup bid - although he could not hide his bitterness.

"Instead of shouting from the rooftops that he abstained, he could at least have gone into the voting booth and spoiled his ballet paper," said Blatter.

Dempsey's abstention meant the World Cup went to Germany instead of Blatter's first-choice, South Africa.

"It's the biggest disappointment of my career as an administrator," he said.

"We had the chance to make history and we didn't take it. Europe had a great opportunity to make a grand gesture towards Africa. They didn't do it."

Warned

He warned there should be no repeat of the events of last Thursday.

"We now have the evidence that it is time to rotate the World Cup," he said.

The vote result was a political as well as personal blow for Blatter, who had intended to use his casting vote to award the tournament to South Africa if, as had been expected, the voting finished 12-12.

But he insisted he had no intention of stepping down from his position, although he seemingly did not care that Dempsey has resigned as Oceania president.

"His future does not concern me," he said.

"I have conceded a goal; now it is up to me to equalise and score a winner."

Blatter's rotation plan, which has the support of British minister for sport Kate Hoey, would mean that the earliest England could expect to host a World Cup would be 2030 - 64 years after it was last in Britain.
