Glamorgan chairman Paul Russell has described the county's fortunes as "unacceptable" and says the buck stops with manager Matthew Maynard.
They have lost eight out of their nine Twenty20 Cup matches this season and won just two out of eight Friends Provident Trophy games.
In the County Championship, Glamorgan have drawn five out of six, losing the other game.
"Quite simply it's unacceptable," Russell told BBC Sport Wales.
"We've been a poor side since 2005 which is too long.
"What's clear to me is that we need to be thinking about different approaches.
"The buck stops with Matthew Maynard and Matthew acknowledges the buck stops with him.
"It's Matthew's responsibility and one he takes enormously seriously.
"He feels the pain and hurt that I do and he is the one who is charged with doing something about it."
Russell admits Maynard is under pressure, but says everyone else at the county is too.
Maynard, 43, took over at Glamorgan in 2007 and knew he had a challenge on his hands after Russell told members that the county had "failed to meet even our lowest expectations".
But he has failed to improve their status as perennial strugglers winning just three out of 23 games so far this season.
"Something is going wrong, we have a talented bunch of players," said Russell.
"What I will not have is people saying that our players are not good enough.
"We have all the pieces of the jigsaw but what we are lacking at the moment is the picture to put in the pieces."
But with Glamorgan's Twenty20 Cup campaign ending on Sunday, Russell has set a target for the remainder of the season.
"I expect us to win two or three County Championship games," he said.
"We have got close, but close is not good enough.
"But I think we've got the opportunity and the talent to win two or three County Championship games and we are to have a thunderously good go at the Pro40."
