Montgomerie (125) and Goodwin (88) added 199 for the fourth wicket after Peter Trego took two early wickets.
In reply, Justin Langer (46) and Marcus Trescothick (58) had an opening stand of 101, while Australian star Cameron White's 51 pushed the score past 200.
But Somerset lost their last seven wickets for 45 and were bowled out for 249 as Robin Martin-Jenkins took 4-50.
Sussex captain Chris Adams became the first man to invoke the new trial rule in this competition which allows players to refer decisions to the third umpire in televised games.
Adams was given out lbw to Trego by umpire Jeremy Lloyds - but on referral, third umpire Barrie Leadbeater backed Lloyds' decision.
Only the fielding captain or a dismissed batsman may refer decisions, and each side is allowed two unsuccessful referrals per innings.
Two further referrals were made during the Somerset innings - an unsuccessful lbw appeal from Mushtaq Ahmed, and when Craig Kieswetter was caught behind by Matt Prior off Martin-Jenkins.
But in both these instances, the on-field umpire's original decision was upheld.
