Kent openers Darren Stevens and Neil Dexter fired 61 from 34 balls before fine bowling from Sean Heather and Mike Yardy restricted the visitors to 155-7.
Sussex roared to 120 for three after 15 overs before paceman Hall took the crucial wickets of Yardy, skipper Chris Adams (63) and Carl Hopkinson.
Sussex wilted, and their last seven wickets fell for 25 in just 22 balls.
It was Sussex's fifth defeat in all cricket this season.
