The ICC has revealed a Champions Trophy schedule with hosts England opening the tournament against Zimbabwe on 10 September at Edgbaston. But it is not yet certain that England will get clearance to stage the event.
They face potential opposition from Zimbabwe and other Test nations who could vote to move the tournament.
The Trophy, and England's autumn tour of Zimbabwe which they could cancel, will be discussed next month by all Test nations at a meeting in Auckland.
England are contemplating boycotting their tour to Zimbabwe in October because of security fears and moral reasons.
Australia also have concerns about touring there and could side with England.
But some of the other seven Test-playing nations could back Zimbabwe in the continuing row.
If the Champions Trophy is moved to an alternative venue, with India being the possible replacement, it will cost the ECB about �3 million in lost revenue.
But the ICC is working on the assumption that England will still be the hosts and has unveiled four pools of three teams.
As well as hosting the England-Zimbabwe curtain-raiser, Edgbaston would also get the other early stand-out fixture, India against Pakistan on 19 September.
The final would be at The Oval on 25 September, with Hamprshire's Rose Bowl the third venue to be used.
All matches, including the final, have a reserve day in place in case of rain.
