Trinidadian Rodriguez, who played five Tests between 1962 and 1968, will stand for election against current Guyana Cricket Board president Chetram Singh.
A ballot is to be held following former fast bowler Hall's decision to give up the post after two years because of health concerns.
His deputy Val Banks is standing again for the vice-presidency, but faces a challenge from Lennox John of the Windward Islands.
Whoever is elected will face a number of important issues, including problems in travelling around the Caribbean experienced by touring sides.
Some of Australia's equipment was stolen at Trinidad airport last month, while the Sri Lankans have also complained abou the late arrival of luggage when moving around the islands.
"The logistics of moving things around the Caribbean is something that has to be addressed right away.
"We will have to think of some form of transportation either by sea or special charter flights for players and their luggage, especially between the smaller islands," John commented.
The issue is especially important as the 2007 World Cup is due to be staged in the West Indies.
The new president and vice-president will be elected at the Board's annual meeting in Dominica on 12-13 July.
