GB sent eight boxers to Hungary with middleweight Marshall losing her final 6-4 against home favourite Binka Nagy.
Cameron (64kg) was beaten 4-0 by Gulsum Tatar while Fisher (46kg) lost 8-1 to Serpil Yassikaya.
Next up for GB's elite squad will be September's World Championship in Barbados.
For Marshall the result could have gone either way with her opponent just shading a thrilling final.
Cameron was up against the current world and European champion in her third international bout, but proved her natural ability in a very credible performance.
