Chambers, who served a two-year ban for drug offences, had been training for a second return to athletics.

But UKA says he will not be allowed to run as he has not undergone a drugs test since November 2006.

UKA also confirmed it will lead a review of its policy towards athletes returning from drug offences.

The governing body's chief executive Niels de Vos will head up the review, which could bring UKA in line with the British Olympic Association, which bans athletes convicted of taking banned substances for life.

"It is absolutely essential for UKA to actively lead the fight against drugs," said De Vos.

"We now need to ensure that when the system catches a cheat, we do not allow those cheats an easy way back into the sport."

The 29-year-old was understood to have been targeting a comeback on the track after his American football career in Europe folded, but that now looks unlikely.

De Vos added: "Those athletes who compete in the trials with a realistic proposition of making the World Indoors are likely to have been part of the testing programme.

"It is only fair that should Dwain want to return, he too should undergo the same rigorous process for a period of time prior to competing against these athletes.

"The IAAF indicates a 12-month period of testing before a retired athlete is allowed to return.

"A 12-month period of random out-of-competitions testing is the absolute minimum I would find acceptable before giving any consideration to facilitating Dwain Chambers's return to competitive international athletics."

Chambers tested positive for the steroid THG in 2003 and served a two-year ban.
