Notts County chairman Ray Trew says his immediate aim is to ensure that the debt-ridden League Two side survive until the end of the season.
A summer takeover by Munto Finance failed to bring promised multi-million pound investment to Meadow Lane.
The club was then sold to Peter Trembling for £1 and Trew took control for the same amount last week.
"This club needs £2.5m to see it through to the end of the season," Trew told BBC Radio Nottingham.
He also revealed the figure of £2.5m would not see any of the club's outstanding debts settled.
"The total debt is in the order of £4m and we are expecting that to rise, but by how much we cannot say at this stage," he added.
"[We want to] bring stability to this football club in the short-term, to deal with the creditors and let the players continue the task in hand of attaining promotion.
"I have a team of accountants in and they are working relentlessly to unearth the extent of the damage."
