Ben Davies marked his return to his former club by consigning Shrewsbury to a sixth straight defeat, keeping Notts County on leaders Rochdale's heels.
Shrewsbury started brightly, and County keeper Kasper Schmeichel did well to save a blistering Jake Simpson drive.
But the Magpies then dominated and David Button had to deny Mike Edwards and Neal Bishop at full stretch.
Davies hit the 36th-minute winner when a four-man move ended with him drilling home his 13th goal of the season.
Shrewsbury manager Paul Simpson told BBC Radio Shropshire: "I think there was a definite improvement.
"I thought we went about it much better than we have done over the last four or five games.
"We've got to keep working hard, if we go about it like today in our last six games, we've got half a chance."
Notts County manager Steve Cotterill told BBC Radio Nottingham:
"We've had some really tough games recently and this was a horrible day with a swirling wind and the pitch was bumpy.
"We like clean sheets and the boys are beginning to cotton on to them. I am really pleased for them, they've worked very hard.
"The whole team have been very good and we look like we are going to keep clean sheets; we look nice and solid back there."
