Glamorgan were just eight runs short of victory when last man David Harrison was bowled by England Test squad member Rikki Clarke with eight balls remaining.
The hosts' run-chase had looked in good shape on 100-3, but a double strike to Tim Murtagh (3-44) sparked a slide which saw four wickets fall for 30 runs.
Earlier, half-centuries to Mark Ramprakash (53) and skipper Adam Hollioake (51) helped Surrey post a competitive score after they had slumped to 61-4 early on.
Mike Kasprowicz (2-25) took two early wickets, including Graham Thorpe for nine, before Adrian Dale cleaned up the tail to return figures of 4-35.
