White put Blues ahead when she latched onto Marisa Ewers' pass before chipping neatly into the bottom corner.
The 28-year-old made it 2-0 before the break, converting a right-wing cross.
Goalkeeper Sari van Veenendaal saved Aoife Mannion's penalty to keep Arsenal in the match, but White completed her treble with a first-time lob late on.
Blues are now two points behind fourth-placed Arsenal and three adrift of Manchester City Women in second.
