The United Nations High Commissioner for Human Rights, Navi Pillay, says she hopes the details of the UN report on Sri Lanka will shock the international community into taking serious action. Widespread shelling The report which was released on Monday, said widespread shelling by government forces killed tens of thousands of civilians. Ms Pillay said the eyewitness accounts and credible information in the report made a full, impartial, independent and transparent investigation necessary. However, the UN secretary-general, Ban Ki-moon, said he lacked the authority to order such an investigation.
