New bill next year says Education Minister Susil Premajayanth
The government says it is prepared to implement school admission guidelines as directed by the Supreme Court.

The Supreme Court gave a new directive to the secretary to the Ministry of Education on admitting year-one students on Wednesday.

Speaking to Sandesaya, the Education Minister Susil Premjayanth said that these guildeline would be implemented for the current year and a new bill will be presented in Parliament next year.

On Wednesday the Supreme Court rejected an amended circular by the cabinet for school admissions.

The Chief Justice Sarath N Silva giving this decision said that any circular being prepared should follow the guidelines set out by the Supreme Court in an earlier directive.

Supreme Court stated in its guidelines that an old pupil should be appointed as vice president to committees that select admissions which has been omitted from the new circular.

Every school should be a national school

Chief Justice Sarath N Silva said that he could not agree with the amended cabinet proposal for school admissions.

Supreme Court directed Secretary to the Ministry of Education that vice presidency of the schools admission committee to be given to past pupils.

Supreme Court also rejected another proposal by the cabinet asking to retain the powers given to the Secretary to the Ministry of Defense with regard to admission of children from armed services personnel in active service.

The cabinet proposal stated that Defence Secretary would be directly responsible for admission of children from among the armed forces.

Supreme Court said such a move would violate fundamental rights.

Supreme Court issues new directive

However, the Chief Justice directed to allocate 10 points for children of armed forces personnel.

He also said that Defense Secretary will be able to make two admissions to a class only in special circumstances.

The Court also ruled that a special test recommended by the judiciary be included in the circular which had been dropped by the cabinet.

The three bench panel directed the Secretary to Education to publish the circular by next Friday.
