Sri Lanka military says that Non- Governmental Organisations (NGOs) should not be offered unrestricted access to engage in development projects in the east. Speaking to Sandeshaya military spokesman Brigadier Prasad Samarasinghe said “since the liberation of eastern province it is the responsibility of military and police to provide security to the resettled people” “There were certain NGOs who had gone to those areas who got so much of money from overseas, but had not done anything”, he added. “Some are not even registered”. Commanders to monitor rebuilding Military in eastern Sri Lanka have ordered regional authorities to "supervise" all development work by Non-Governmental Organisations (NGOS) in the region. In a memorandum circulated to the security chiefs and civil administrators, Eastern Commander Maj. Gen. Parakrama Pannipitiya has ordered not to allow any NGO to start projects "according to their will" in the east. “Now the army has instructed the ground commanders to monitor those things” Brigadier Samarasinghe told bbcsinhala.com. "If any thing goes wrong with in the area the ground commander is responsible so it is important that they know who is operating in that area” he said. DS approved projects According to the memorandum projects will only be allocated to NGOs by the District Secretariat after they were approved by the development committee. “Until civil administration is reinstated properly it is a duty of the ground commanders to provide security". Military spokesman pointed out that military is not trying to deter NGO’s operating in the area. “We need the support of the genuine NGO’s” he said. Supervision of NGO's “Reminding that the areas under LTTE controlled did not have a proper civil administration the military spokesman said that until civil law and order and infrastructure come in to play military has to support the rebuilding process.
