The aim of the game is for the player to show their knowledge of the process of Scottish political legislation by getting a new Bill passed in the Parliament, an existing Bill amended or a report recommended to Parliament. This means working through the game in whatever way they have chosen to begin with and based on what events happen to them as they make their choices. The game is in two stages. The first stage takes the player through all the ways that an issue of local or national interest can progress to being presented to the Scottish Parliament.
Stage 1 First the player has choices of how to get an issue to legislation, either by joining a pressure group, joining a political party or standing as an independent candidate. During this stage of the game, players need to collect as high a score as possible (called Political Lifeline Points). As they work through each move of the game they are faced with choices. These are random events that could happen in a real live situation. They may have either a positive or negative effect on your Political Lifeline Points. The players will have to keep playing the game until they get to Stage 2.
Stage 2 The final part of the game involves the legislative process once the player has got into the Parliament. There are different ways of getting an issue made law. It can be through Executive, Committee and Members Bills. Members of the public can also submit a petition to the clerk of the Public Petition Committee in person. At this stage of the game, the game play becomes more random and the intention is to alert the players generally to the various elements that can be involved in the parliamentary process. The first stage involves submitting a petition to parliament. This petition is then passed on to other committees by the clerk of the PPC. The petition may then be sent to the executive. Finally it is debated in parliament and becomes a Bill. |
