BBC Scotland delivered strongly across all the public purposes, in what was a year of unprecedented challenges including Scottish Parliament and council elections, the transfer of the Glasgow headquarters to a new all-digital building and production system, the reprioritisation of resources which followed the lower than expected licence fee settlement, and the major regulatory hurdle posed by the public value test into the proposed Gaelic Digital Service.

Citizenship and civil society

There was high audience appreciation for BBC Scotlands comprehensive, high quality coverage of the campaign preceding the Scottish Parliament and council elections in May 2007. BBC Scotland journalists set high standards in explaining the new PR voting system introduced for the council elections, and in reporting the results in what were unusual and unexpected circumstances. It was also a strong year for current affairs with a new Radio Scotland series (The Investigation), an extended Politics Show on BBC Two, and a range of topical single documentaries on television such as Gordon Brown: Made in Scotland.

Education and learning

It has been a strong year for knowledge-building factual content such as Stephen Fry: HIV and Me (BBC Two), Thomas Telford, QEII and Highland Clans (all BBC Scotland), and Ian Rankin Investigates Dr Jekyll and Mr Hyde on BBC Four. A range of new education resources provided support for the Curriculum for Excellence; three TV programmes on Around Scotland: Scottish Music linked with a new Tune In! website encouraging upper primary children to make their own traditional music; a new resource on 'The Jacobites came with a matching Gaelic site 'Na Seumasaich.
