- identify gaps in universality of access and develop a strategy for addressing them.

- in the light of the Nations' Impartiality Review, the Council's comments in relation to this issue, and the continuing process of devolution in the UK, especially in Scotland where the process is most advanced – ensure that the BBC's public purposes and journalistic remit are fully achieved with regard to reporting Scottish affairs in a devolved UK; considering the range of options available if the current schedule is deemed to be a constraint.
- deliver the network supply plan for Scotland in the light of the BBC's publicly stated aspirations, with a significant proportion to be culturally relevant; and prepare a similar plan for network radio commissions.
- increase network commissions from Scotland on TV and radio according to the BBC Executive plan for network supply.
- successfully launch the BBC Scotland/GMS Gaelic Digital Service according to the conditions approved by the Trust, achieving an appropriate balance between content for the core audience, learners and the wider audience.
- recommend to the DCMS that, in the interests of audiences, home nations' fixtures in the qualifying stages of European and World Cup football be added to the list of 'Crown Jewels' sporting events.
