Should people be allowed to 'opt-out' of paying tax if it is for military purposes?

Dr Birgit Vollm is a university lecturer, who has owed money to the Inland revenue since 2003. She's one of a small but increasingly vocal group of taxpayers who are withholding a share of their tax until, they say, the government guarantees that their money will not be channelled into military expenditure.

Birgit Vollm and Alissa Goodman, an economist from the Institute of Fiscal Studies join Jenni to discuss how far an individual can determine how their tax is spent.
