Does it penalise marriage?

A new report from the think tank Civitas says the tax and benefit system puts people off marriage, and even breaks up couples.

The report claims that while trying to tackle child poverty, the current system favours lone parents and does not encourage couples to stay together. It says we should look to tax models in France and Germany which have a much more conservative approach to marriage and cohabitation.

Martha talks to Anastasia de Waal, research fellow into family with Civitas.
