Is a 14 year old looking at sexual images of other under age teenagers the same as a 40 year old doing it?
The moment if someone is caught downloading sexual images of under age teenagers then they'll be prosecuted and if found guilty, put on the sex offenders register.
But what if the perpetrator is himself a child?
Alistair Gillespie, a member of the Government's internet task force is calling for a re-think on how we deal with underage sex offenders - and questioning whether they should be put on the sex offenders register.
